The Borough of Carlisle is seeking a highly qualified professional who is inspired by interesting challenges of an established, but dynamic community for the position of Water Treatment Plant Supervisor.

The Water Treatment Plant Supervisor serves as the Chief Plant Operator, oversees and directs the operation and maintenance of the water treatment plant, laboratory and staff.

Essential Functions: •Responsible for the Borough’s Water Treatment Plant and other above ground water treatment facilities including two finished water reservoir tanks, water pumping facility, three on-line elevated water storage tanks. Exercises full supervisory responsibility over Operators and Mechanics.  Responsible for environmental compliance with numerous federal, state, and local regulations. Ensures compliance by monitoring trends, reviewing operations, and recommending changes. Participates in planning, design, construction, and operation of expanded water treatment facilities and improvement projects with staff, consulting engineers, Township representatives, Authority members, Borough Council members, and other advisors. Is available for work related calls 24-hours per day, 7 days a week, year round. Exercises considerable initiative in planning and developing programs for upgrading of water plant facilities. Develops and administers operating budget, as well as, capital plans for programmed upgrading of water plant facilities, and other major projects. Develops technical specifications for the purchase of equipment and material for the facilities, and reviews bids received and recommends purchase. Develops Policy Briefing Summaries, monthly reports, correspondence, and other advanced writing tasks. Responsible as staff liaison to municipal authority, develops meeting agendas, and takes and distributes meeting minutes. Attends Borough Council meetings, as needed as representative for the Water Treatment Plant. Interacts with citizens, lawyers, consultants, and other professionals as representative of the water Treatment Plant, as well as, other environmental concerns. Assigns tasks, inspects and evaluates the work of WTP operators

Other Functions: • Performs duties of a water treatment plant operator as needed • Performs duties of a water treatment plant lab analyst as needed • Performs other job-related duties as assigned

Licenses Required: Maintains full licensing at Water Plant. Holds highest licenses at water plant facilities. Maintains Master License at water treatment plant and must successfully complete 30 C.E.U.’s

Minimum Qualifications: Bachelor’s degree from an accredited college or university with major coursework in biology, chemistry, engineering, or related field. Eight years of responsible full-time water treatment plant experience, including five years of management experience preferred.

Salary range: $56,000-$78,000 DOE
