To Registrants of the Keystone Water Conference & Exhibition:

In an effort to ensure the health and safety of everyone and after extensive deliberation between leaders of PWEA and PA-AWWA, including consultation with our conference partners and many of you, a decision has been made to postpone the Keystone Water Conference scheduled for May 3-6, 2020 at the Penn Stater Conference Center in State College due to circumstances related to the Coronavirus Disease (Covid-19).  This was a difficult decision, but we believe it to be the best course of action. The Conference will be rescheduled to August 23-26 at the Penn Stater Conference Center.


Holding the event later this year will enable us to deliver the same high-quality experience you’ve come to expect or were looking forward to as participants.  More details about a rescheduled Conference will be related via email and posted on the PWEA and PA-AWWA websites as they become available.  We want to thank all our exhibitors and attendees for their patience and support as we work to transition the conference. The Keystone Water Conference was on track to be one of our best conferences ever and we will do everything we can to provide the same valuable conference at a future date.

We are enormously grateful to the speakers who have worked with our team to develop a truly amazing program, to our exhibiting companies and sponsors who make these events possible, and to our committees for helping us to lay the groundwork for a successful event. We look forward to continuing relationships that have been developed going forward, as we all navigate in this uncertain and challenging environment.

The following information may answer questions you have, as we work to transition to new dates for the 2020 Keystone Water Conference.


Attendee and Exhibitor Representative Registrations:

If you have already registered for the 2020 Keystone Water Conference, your registration will automatically be transferred to the new conference dates – there will be no need to register again. If you cannot attend on the new dates, a full refund of your payment can be issued.  Any request for refund must be done in writing to  Should you need to make a change to anything you’ve registered for, contact Cindy Rock at


Exhibitor Booth/Table Space:

Your booth and/or table assignments will be kept as is and will transfer over to the new dates. You do have the option to request a refund if you decide to cancel your space. However, if you cancel and then decide to request space later, we cannot guarantee the original space reserved will be available. Cancellations and refunds must be done in writing to


Hotel Reservations:

Hotel reservations within the Conference room blocks at the Penn Stater and at the Nittany Lion Inn will be automatically cancelled. Once new dates are determined, an announcement will be sent so you can rebook your rooms. If you have reservations outside of these room blocks or at other hotels, you will need to contact the hotel to cancel that reservation.


Technical Program/Presenters:

We anticipate providing the same educational program, just on new dates. A process will be developed to contact presenters in the upcoming weeks to confirm they will still be available on new date(s) to make their presentation(s).

On behalf of the PWEA and PA-AWWA Joint Conference Committee, we invite you to attend the Keystone Water Conference and Exhibition H2O20 on August 23-26 at the Penn Stater Conference Center Hotel in State College, PA.

The Pennsylvania Water Environment Association (PWEA) and the Pennsylvania Section of the American Water Works Association (PA-AWWA) are jointly hosting this Conference, replacing their respective Annual Conferences for 2020. Each association has hosted their own Conference for many years, and each has enjoyed robust attendance. We anticipate the combined efforts of both associations will provide added benefit for everyone involved.

The Conference Program includes a wide range of topics related to water quality, including drinking water, wastewater, and stormwater topics–as well as Design-Build Institute of America (DBIA) sessions. In addition to the technical sessions, workshops which have been approved by the PA DEP for additional contact hours for wastewater and/or drinking water operator licenses will be presented. Details about the technical sessions, workshops, and other Conference events can be found in the Conference Registration Program. Workshops are available at no additional charge to those who register for the Full Conference.  Those who register for any category less than the Full Conference may add workshops for the fees listed on the Workshop Registration FormSeating is limited so you must register in advance to reserve your seat. Conference registration fees can be found on the Conference Registration Form.  

A very important part of the Conference is the Vendor Exhibition.  By visiting the exhibits, you will gain insight into new and innovative solutions and discover new products and equipment that will help you do your job in a more efficient and safer manner.  We encourage you to talk to the vendors about what is most important to you.

The Conference includes many networking opportunities for you to meet and interact with your colleagues and the vendors.  The PWEA and PA-AWWA Students & Young Professionals (SYP) Committees are organizing a Community Service Project on Sunday.  The Meet & Greet Reception will be in the Exhibit Hall on Monday afternoon and the Beer & Pretzels Reception will be on Tuesday afternoon. The Tailgate Dinner and Cornhole Tournament will be held on Monday evening. Operator Olympics on Tuesday afternoon is a fun and competitive event which is open to all Conference attendees.  And the DBIA Networking Event will be held on Tuesday evening..

The PA-AWWA Awards Ceremony and Business Luncheon will be on Monday, beginning at 11:45am; and the PWEA Awards Ceremony and Reception will be on Monday, beginning at 5:45pm. The Women’s Initiative Summit and Luncheon will be on Tuesday, beginning at 11:30am.

PWEA’s Operations Challenge and PA-AWWA’s Hydrant Hysteria competitions will be be held on Monday. Be sure to watch and cheer on this year’s teams as they compete for the opportunity to go on to their national competitions at WEFTEC and ACE.

Cancellation/Substitution Policy  No refunds granted after April 3rd. A $100 cancellation fee will be assessed on refund requests received by April 3rd. Refunds must be requested in writing. Substitutions may be made until April 15th and must be made in writing, accompanied by a new registration form.

2020 Joint Conference & Exhibition

We invite you to join us as an exhibitor and/or a sponsor at the Joint Technical Conference & Exhibition of the Pennsylvania Water Environment Association (PWEA) and the PA Section of the American Water Works Association (PA-AWWA). The Keystone Water Conference H2O20 will be held at the Penn Stater Conference Center Hotel in State College, PA, on May 3-6, 2020.

This joint conference replaces the PWEA and the PA-AWWA Annual Conferences in 2020.  This would be a great place to get the word out about your products, equipment, and services.

To qualify for member rates, at least one employee must be a member of either PWEA or PA-AWWA. When registering online, PWEA members should sign in using their user login credentials to access member booth ratesPA-AWWA members should sign in as a non-member, and then enter the PA-AWWA Member Code (provided to you by PA-AWWA) at the bottom of the Contact Information page. This code will open member booth rates for PA-AWWA members.

Patrick McDonnell Secretary, PA Department of Environmental Protection

Patrick McDonnell has served as the Secretary of Pennsylvania Department of Environmental Protection since being nominated by Governor Tom Wolf in 2016. His career with DEP spans several decades, beginning in 1998.

Prior to becoming Secretary, McDonnell served as the department’s directory of policy. He also ran the State Energy Office, coordinating renewable energy and energy efficiency issues. McDonnell previously served as DEP’s Deputy Secretary for Administration, overseeing the agency’s budget, human resource and information technology programs. In addition, he spent over three years as executive policy manager for former Public Utility Commissioner Pamela A. Witmer, focusing on electric, natural gas and water issues.

McDonnell has served several roles with the Environmental Council of the States (ECOS), including Treasurer (2018-2019) and Vice President (2019-2020) and Vice Chair of the Innovation and Productivity Committee (2019-2020).

A native of Philadelphia, McDonnell received his Master’s degree in Political Science from Lehigh University and his Bachelor’s degree from DeSales University. He lives in Harrisburg with his wife Colleen and their four children.
