Environmental Compliance Inspector

 

Capital Region Water (CRW) is looking for a dedicated and driven self-starter to fill the role of the Environmental Compliance Inspector.  As a new position to CRW, this position performs a variety of technical work in support of Capital Region Water’s (CRW) industrial waste and pretreatment inspection programs including the inspection and monitoring of commercial food service and motor vehicle service establishments for compliance with state environmental regulations and local regulations regarding discharge of grease, oil, and related materials into the CRW’s wastewater collection system; investigates and enforces compliance with storm water pollution NPDES permit regulations; and maintains a variety of records, files, and related documents.

 

Qualified applicants will possess the following:

Knowledge and Experience in the following:

    • Wastewater treatment processes and technology
    • Industrial pretreatment processes
    • Sanitary sewer conveyance systems operations
    • Methods and techniques of inspection
    • Mechanical function of grease removal equipment
    • NPDES/MS4 standard regulations
    • Recognize potential violations of pretreatment/stormwater/oil & grease ordinances and discharge standards
    • Basic Laboratory procedures and sampling practices
    • Operating laboratory, field sampling, and flow monitoring equipment
    • Reading, understanding and interpreting engineering drawings, plans and maps
    • Maintain accurate records and prepare reports of inspection activities
    • Office procedures, methods, and equipment including computers
    • Work independently and efficiently to carry out assignments
    • Deal effectively with the public and represent CRW in a positive and professional manner
    • Communicate clearly and concisely, both orally and in writing
    • Establish and maintain effective working relationships with those contacted in the course of work
    • Safety rules and regulations; OSHA rules and regulations
  • Graduation from high school or possession of an acceptable equivalency diploma, and five (5) years of experience in water/wastewater utilities operations and maintenance, inspection, or code enforcement; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
  • Bachelor Degree in Engineering Technology, Biology, Chemistry, Physical & Environmental Science, or related degree.
  • PA Wastewater Operator Certification is desirable.

Meter Account Supervisor

 

Capital Region Water (CRW) is looking for a dedicated and driven self-starter to fill the role of the Meter Account Supervisor.  As a new position to CRW, this position will supervise and manage work on customer service lines and meters.  Will prioritizes work based on regulatory compliance and revenue impact. And will operates toward the goal of having an accurate, automated, readable water meter on every utility account.

Qualified applicants will possess the following:

 

  • completion of a degree program at an accredited college, university, or technical school, with major course work related to utility design, code inspection, data administration or related fields. And have a combination of 5 years of progressive leadership experience in testing, repair, installation of water meters; or any combination of education and experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position may be considered.
  • Demonstrated ability to plan, direct and evaluate all phases of meter and service line work
  • Knowledge of the equipment and techniques used in meter reading, calibration and replacement
  • Strong organizational, and leadership qualities.
  • Proficient in Microsoft Office Suite including creating and maintaining spreadsheet in Excel, preparing form letters, and database navigation.
  • Knowledgeable in rules and regulatory compliance of water distribution and wastewater management.
  • Ability to plan, direct, and evaluate all phases of the maintenance and repair of the water distribution system.

Project Engineer

Capital Region Water is looking for a dedicated, driven, and creative Project Engineer to join our team.

This position will work in Capital Region Water’s Engineering Department to assist in planning and administering capital improvement programs to ensure the resilience of our infrastructure systems. Functions of this position will include:

  • Coordination and support of professional engineering and planning consultants in the design and execution of infrastructure improvement projects (Drinking Water, Wastewater, and Stormwater/GI);
  • Support of bidding, review, and administration of construction and professional service contracts.
  • Review of service requests for connection to CRW’s systems.
  • Review land development and other submissions for compliance with CRW standards.
  • Manage or support facilities permitting needs (renewal and new project related).
  • Routine communication and support of operations department needs.
  • Coordination of response to design utility location requests.
  • Attend office and field meetings related to infrastructure improvement projects.
  • Interface with City of Harrisburg Engineering, Planning and Public Works Departments.
  • Interface with PA DEP, Dauphin County, etc. as required.
  • Prepare documents and reports for monthly Board of Directors meetings.
  • Represent Engineering Department in meetings, conferences and professional organization forums.

Qualified applicants will possess the following:

  • S. in Civil/Environmental Engineering, Landscape Architecture or related field with focus on Drinking Water, Wastewater, and Stormwater conveyance and treatment.
  • Minimum of two (2) years of relevant experience.
  • Working towards licensure as Professional Engineer or Registered Landscape Architect license in Pennsylvania.
  • GIS and Asset Management Program experience (ESRI ARCINFO and Azteca Cityworks).
  • Hydraulic modeling experience.
