 The Position

The Breakneck Creek Regional Authority (BCRA) is seeking an experienced, innovative, and independent Manager to oversee its operations and delivery of sewer service as well as provide leadership, guidance, and support to its Board of Directors and staff. The Manager reports to the Board of Directors and carries out Board policy, instructions, and recommendations. This individual oversees a staff of seven that includes office staff and plant operators.

The Manager directs and oversees all day-to-day operations of the BCRA, including all maintenance and repair activities for the wastewater treatment plant, which operates an ICEAS Advanced SBR system – a continuous flow biological treatment system. In addition to the plant, operations include seven pump stations and over 300,000 linear feet of sanitary sewer line. The Manager is responsible for developing the Authority’s annual budget and Capital Improvement Plan and the review of monthly eDMR reports.

Since its inception in 1989, the Breakneck Creek Regional Authority has provided sewage service to nine municipalities in Butler and Allegheny counties in Pennsylvania. In 2019, BCRA served over 10,000 customers/EDUs (equivalent dwelling unit), and sewer user rates were set at a flat rate of $75.00 per EDU per quarter.

Experience and Education

The position requires a bachelor’s degree and a minimum of five years of professional experience in wastewater collection, wastewater systems, sewer operations, or utilities, and at least two years in a management/supervisory role.

Preferred qualifications include Class A and E Wastewater Systems Operator Certificates or a Professional Engineering license. Preferred candidates will also have experience or a working knowledge of wastewater management, capital improvement planning, and Pennsylvania DEP regulations.

Compensation

The salary range for this position is $85,000 – $125,000 but is negotiable depending on qualifications. Benefits offered include medical insurance, paid leave, and employer contributions into the Simple IRA retirement plan.
