GENERAL FUNCTION:

The Area Director serves as a main point of contact with the communities and towns served. He/She must therefore develop and maintain relationships with representatives of these communities as relates to AQUA’s service and work performed. The Area Director also manages two managers who direct completion of maintenance and construction of activities within the Southern and Western Divisions. He/She is an active participant in and reviews all work performed by AQUA employees and contractors to ensure quality work is completed in accordance with safety policies and regulations. He/She is also responsible for managing the Division’s operating and capital budgets.

RESPONSIBILITIES AND DUTIES:

Direct and supervise maintenance and construction of the distribution system, including water mains, services, fire hydrants and other related facilities in the Southern and Western Divisions.

Oversee contractors performing work on the annual pipe and paving contract and bid jobs. Controls expenditures on all authorized water main replacement and extensions completed for company and developer work in the Southern and Western Divisions.

Coordinate the work of personnel reporting to the Southern and Western Divisions, who are managed by other department managers, including Fleet, Stores attendants.

Prepare Capital and Operating Budgets for the Southern and Western Divisions and controls expenditures under same.

Develop and maintain working relationships with other departments within the company. Act as liaison with municipal and state officials. Maintain favorable relations and enhance Company image with the public.

Oversee work of the Administrative Unit in the Southern and Western Divisions including AutoCAD Operations, training and testing procedures, and administrative support positions.

Review reports submitted by Maintenance and Construction managers in the Southern and Western Divisions and evaluate productivity of work performed. Assure that work management practices are utilized to properly staff jobs, forecast workload and reduce backlog.

Ensure compliance with OSHA, Penn DOT and Company regulations pertaining to safety and methods of performing maintenance and construction functions within the Southern and Western Divisions, including active participation and review of all work performed by Aqua employees and contractors.

Administer performance appraisal program for appropriate personnel.

Participate in the implementation of the Company’s affirmative action plan to ensure that opportunities for employment and advancements, based upon qualifications, are afforded to all females and minorities and others.

Ensure that Work Orders for services, hydrants, mains, paving patches and other activities, are completed in a timely fashion.

Evaluate and test new products relating to maintenance and construction activities.

Ensure timely completion of projects in accordance with the budget. Complete Distribution System Improvement Charge (DSIC) and Repair Tax Credit (RTC) work in accordance with scheduled filing dates. Track project expenditures to ensure job expenditures do not exceed budgeted amounts and complete trade-offs where necessary in a timely manner.

Work with company personnel in actively pursuing acquisitions in water and wastewater using contacts with borough and township officials.

Responsible for ensuring that customer service is maintained at highest levels, interruptions to service are at a minimum, and unaccounted-for water is reduced and maintained at desired levels.

Oversee the construction, maintenance and administrative functions of the Southern and Western Divisions.

SPECIAL EDUCATIONAL OR REGISTRATION QUALIFICATIONS:

Bachelor of Science or Arts degree required (Engineering or Construction Management preferred) with a minimum of ten (10) years of experience in water distribution system operations and capital improvement projects.

Experience in distribution system operations and capital improvement projects maintenance shall include eight (8) years of supervisory experience in water works operations with a broad knowledge of operational functions including maintenance, construction, accounting and budgetary procedures, materials management, report preparation and training. Knowledge of AQUA construction and maintenance methods is preferred.

Direct experience and knowledge in management and oversight of large multiple pipeline replacement projects is critical.

Demonstrated knowledge of permits related to main replacement projects, including, but not limited to PADEP, including stream crossings and PennDOT.

Management experience working with union and non-union personnel required.

Change management skills are essential.

PADEP Drinking Water, Class E (distribution and consecutive water systems) license required.

BUDGETARY RESPONSIBILITIES:

Develop and oversee annual budget for Springfield Operations.

PERSONNEL RESPONSIBILITIES:

Direct supervision of 2 managers and 1 administrative coordinator; indirect reports of 2 field supervisors, 2 administrative employees and 47 union employees.

Are you looking for a fantastic career at Aqua? We have a great opportunity for a Corporate Automation Engineer position. This position is responsible for the management of a programmatic approach to SCADA solutions in all states focusing on the implementation of a governance framework, specifications and standards necessary for an operational, secured, and data centric SCADA environment. The Corporate Automation (SCADA) Engineer is responsible for advancing the work structure necessary to enforce SCADA standards and common practices across the states in conformance with the Information Technology / Operational Technology (IT/OT) roadmap recently developed. This role will coordinate the proper requirements across all states by providing a direct role into all SCADA systems. They will also support the execution of existing cybersecurity processes to ensure a reliable operation while minimizing risks to cyber threats. Additionally, the candidate will manage stakeholder and executive level sponsor expectations, as well as the requirements of internal governance committees and oversight from each state’s regulatory bodies. Finally, the Corporate Automation (SCADA) Engineer will facilitate and develop processes necessary to extract data and value from our SCADA systems, fostering SCADA data consumption and analytics by other business units. The ideal candidate will have a diverse background and served in a leadership role for SCADA master planning, SCADA standardization, instrumentation and control design projects, and control systems maintenance and upgrades.

 

Responsibilities will include-

  • Applying strong critical thinking, organizational, and technical skills in designing, developing, implementing, and maintaining industrial control systems for Aqua water and wastewater systems. This key role will require working closely in small teams on both small and large scale SCADA projects throughout the states. The Corporate Automation (SCADA) Engineer will provide technical leadership in the areas of SCADA architecture and design, control system design and review, cybersecurity awareness, standard operating procedures (SOPs) and operational reliability.
  • This role will support and coordinate with the IT Security team on the engineering/management/maintenance of firewall and network access control Technology for the SCADA assets. The Corporate Automation (SCADA) Engineer will assist the Information Security team with the upkeep of cybersecurity equipment such as networks, intrusion prevention/detection systems, proxy/content filtering technologies, virtual private networks, DMZ networks, secure file transfer, and encryption.
  • Reviewing and coordinating with all stakeholders from each individual state and business area on upcoming SCADA projects for both technical and organizational compliance with corporate requirements in terms of standards, specifications, operational requirements and technical objectives.
  • Overseeing and coordinating the daily architecture/engineering, management, maintenance, planning and monitoring of the SCADA network. This includes configuration management, rule set design and device security.
  • Supporting and communicating with IT team on day to day access control change requests and provisioning at the network perimeter and between network segments.
  • Participation in all phases of project life cycle for IT/OT initiatives – design, build and operate current and upcoming SCADA efforts both at the state and corporate level.
  • Creation/maintenance of PLC and HMI programming application code and documentation of all state SCADA systems and build a virtual library of control documentation for all SCADA assets.
  • Working with IT and OT stakeholders to facilitate and define technology, security standards, operational needs, efficiencies regarding state reporting requirements and SCADA data transport to the enterprise level recommendations.
  • Assist in the development and implementation of both IT and OT strategies and facilitate such initiatives as they relate to the company’s SCADA architecture, including network infrastructure and security program.
  • Capability to provide technical vulnerability and risk assessment as well as ability to design reasonable, actionable remediation/improvement plans as an output.
  • Ability to work off hours maintenance windows and participate in rotating on call shift.
  • Proven ability to architect and implement industrial control systems in a large, complex and geographically distributed environment that integrates IT and OT.
  • Ability to work alone or function effectively as part of a team, as well as follow change control processes.
Required Experience
The successful candidate for this position will possess a Bachelor’s Degree in Control Systems Engineering, Electrical Engineering or equivalent major, with a minimum of 10 years of experience in Control systems and SCADA systems.  Experience in water and wastewater utility space preferred.

 

Successful candidate will also have:

  • Dedicated experience with SCADA architecture design and information security concepts. Current hands on experience with DMZ design and hardening, perimeter defense, defense in depth, encryption management, prevention and detection of network security issues.
  • Strong, clear and concise written and oral communication skills
  • Ability to work on multiple, unique assignments simultaneously
  • Strong organizational, analytical and problem solving skills
  • Reasonable knowledge of the following concepts:
    1. Encryption in transit and at rest
    2. SCADA and Industrial Control Network best practices
    3. Security best practices
  • Ability to travel up to 60-70% of the time outside the Bryn Mawr Area.

 

Preferred skills include:

  • Wonderware System Platform Certification (v. 2012 or later)
  • Working knowledge of GE Proficy iFix (v 5.0 or later)
  • Working knowledge of Allen-Bradley Studio 5000
  • Working knowledge of Schneider Electric Unity Pro
  • Masters degree in Controls Engineering, Electrical Engineering or related field
  • SCADA protocols such as Modbus and DNP3
  • CISSP Information Systems Certification
  • Experience in water and wastewater utility space preferred
  • GICSP Industrial Controls Certification
