JOB SUMMARY:

This role is under the direction of the Area Manager and is responsible for the operation, staffing, budgeting, and performance of an 8 MGD surface water filtration plant, associated well systems located in the Roaring Creek Division of Aqua Pennsylvania, Inc. The facilities include, but are not limited to, the Roaring Creek Surface Water Filtration Plant, located in Northumberland County, Elysburg, PA, also including other well facilities, dams, remote chemical feed facilities, water storage tanks and appurtenances; all booster pump installations; raw water pumping stations, and pressure regulating facilities located within the Roaring Creek Contiguous system and East Cameron Township system. These systems serve a population of approximately 40,000 in portions of Columbia, Northumberland, and Schuylkill Counties. Duties also include reviewing and recommending needed capital improvements to the Engineer and Area Manager. Management of additional water treatment plants and facilities are possible depending on Aqua’s future acquisition opportunities.
ESSENTIAL DUTIES:
- The Plant Manager will be the immediate supervisor for all Roaring Creek Division Maintenance Operators, which includes seven union employees.
- The Plant Manager will work regular hours, 8 AM to 4:30 PM, Monday through Friday as well as for any required after-hours emergencies and/or meetings. The Manager must be available to handle any after-hours problems that may arise.
- Specific Duties Include, But Are Not Limited To:
- Participation in the development and implementation of Company goals, objectives, policies, and procedures, as may be required.
- Responsible for maintaining the AWWA Partnership for Safe Water President’s Award status of the Roaring Creek Surface Water Filtration Plant.
- Operate, maintain, and manage a laboratory to monitor plant operating parameters.
- Administer the Department Safety Program and OSHA compliance, including but not limited to process safety, Risk Management Plan, Confined Space Program, Lockout/Tagout, etc.

- Assist in preparation and adherence to the Capital Budget for production department facilities.
- Monitor maintenance, repair, and capital improvement budgets to evaluate work progress, process, and quality; resolve issues; determine additional needs; and assure continuous support and follow-up.
- Development and adherence to the departmental Operating Budget.
- Prepare requisitions for necessary equipment, material, and supplies and maintain production department inventory system.
- Manage all production department staff.
- Oversee and manage lab samples and compliance sampling, operations, maintenance, and asset records through asset management software system.
- Administration of Union contract as it relates to the production department.
- Coordinates, completes, and reviews operational records and statistical data.
- Primary responsibility for submitting all regulatory reports to necessary agencies having jurisdiction.
- Maintain permit and operational compliance, including all associated compliance sampling plans and reports, with all agencies having jurisdiction.
- Public relations, including meetings with local fire departments, PA DEP and other related activities that promote the Company and facilitate communication with local communities.
- Development and maintenance of the production department equipment and system Standard Operating Procedure manuals, as may be required.
- Develop, maintain, and manage a preventative maintenance program for production department facilities, including utilizing asset management software system.
- Preparation and annual maintenance of Emergency Management Plan along with any required participation in local emergency planning agency activities and meetings.
- Respond to customer requests and water quality inquiries, including dispatching, reviewing and closeout of water quality related service orders using Service Link and associated software systems.
- Work collaboratively with the distribution department to maintain the overall operational integrity of the public water supply systems.
- Performs other related duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree required (in chemistry, biology, environmental science, engineering, or business is preferred). Must have 10 years of experience in the industry with 5 years in a supervisory role.
- Previous experience should also include work with computer control systems and programming, environmental chemistry and laboratory procedures, computational skills to calculate chemical dosages and determine calibration of chemical feed systems, basic mechanical skills to maintain large pumps, drives, motors, piping systems, chemical feeders and storage tanks, knowledge of electrical power distribution and control systems, interpersonal skills necessary to effectively conduct business with internal and external customers (customers, employees, colleagues, corporate office, regulators, public officials, vendors, communities etc.). Must be computer literate, especially with word processing, e-mail, and spreadsheet applications.
REQUIREMENTS:
- Be certified as a Pennsylvania Class A or B or C or D Public Water System Operator prior to date of hire and achieve Subclasses 1,7,8,10,11 and 12 certifications within specified experience requirement within 18 months of the date of hire.
