Demand Response Legislation Reported

We wanted to let you know that House Bill 1699 – demand response generators – was reported out of the House Appropriations Committee today as committed. The bill now goes back to the floor of the House and could be brought up on third consideration later this afternoon.

  • House Bill 1699 (Ross, R-Chester) requires each demand response generating resource be registered with DEP accompanied by a $100 fee per demand response generating resource.  Owners must report information annually to DEP such as estimated fuel used and hours of operation.  DEP shall conduct a study to determine if there is a relationship between the use of demand response generating resources and the Commonwealth’s ability to achieve and maintain the National Air Quality Standards.  The PUC shall conduct a blind compliance audit to ensure that demand response generating resources participating in PJM programs meet the registration and reporting requirements of this act.  The PUC will enforce violation of the act.
